Space Law Editing and Publishing

As announced in the last ECSL News, ECSL has tried to gather information on publications available in Europe and Canada on space law issues. Editors of space law Journals and publishers of space law books have presented their works in the following section. Our readers will also find the names of the persons they may contact should they need any information on these publications. This special issue also contains a bibliography of publications in Europe and Canada in 1993. This bibliography has been elaborated on the basis of information sent to ECSL and it is not exhaustive. We do apologize in advance to all those whose works have not been mentioned in it and we encourage them to communicate their publications to ECSL.

Bulletin of the Swiss Association of Aviation and Space Law

The ASDA Bulletin is the publication of the Swiss Association for Aviation and Space Law. Its main aim is to inform the members of the Association on developments in the area of Aviation and Space Law. Therefore the information provided in this Bulletin is mainly devoted to developments of Swiss law and focuses on changes and amendments in Swiss legislation as well as to court decisions rendered in this area by Swiss courts. Nevertheless, it also follows international developments and addresses itself to aspects of space law. At regular intervals, the association organizes special seminars and publishes the papers presented at such seminars in the Bulletin. The last seminar was held on aspects of 'Air Traffic and Air Traffic Control'.

Zeitschrift für Luft und Weltraumrecht (German Journal of Air & Space Law; Revue allemande de Droit aérien et spatial)

The Zeitschrift für Luft und Weltraumrecht (ZLW) is a quarterly publication of the Institute of Air and Space Law of Cologne University. It has a long standing tradition and experience for more than four decades going back to the early years of air and space flight. ZLW contains articles, reports of conferences, legislation, jurisdiction and book reviews as well as a regular overview of recent publications in the field of air traffic and space law from all over the world. ZLW publishes articles and material either in German, in English or in French in order to serve an international readership. The journal comprises about 480 pages a year.

Chief Editor of ZLW is the Director of the Institute of Air and Space Law at Cologne University, Prof. Dr. Karl-Heinz Böckstiegel. Executive Editor is Dr. Marietta Benkö (attorney at law).

Revue française de Droit aérien et spatial

Fondée en 1946, la Revue française de Droit aérien et spatial est actuellement la seule publication périodique de langue française exclusivement consacrée à l'étude des problèmes juridiques que posent l'extension considérable du transport aérien et les progrès techniques réalisés dans l'aéronautique et l'astronautique.

Cette revue poursuit un triple but: étudier les problèmes du droit aérien et spatial; exprimer un point de vue français en droit international aérien et spatial; informer ses lecteurs de l'évolution du droit aérien et du droit spatial en France et à l'étranger.

La revue est publiée chaque trimestre et fait l'objet d'une large diffusion dans les cinq continents. Sa réputation est bien établie auprès de tous les juristes francophones qui, à titre professionnel ou personnel, s'intéressent au droit aérien et au droit spatial.

Chaque fascicule de la revue contient: une rubrique Doctrine qui publie des articles de fond de juristes français et étrangers; une rubrique Législation où figurent les textes législatifs et réglementaires français, communautaires et étrangers, ainsi que ceux des accords internationaux; une rubrique Jurisprudence, où sont recueillies et annotées les plus importantes décisions des juridictions françaises et étrangères; une rubrique Conférences et Congrès, rendant compte des principales manifestations nationales et internationales; une rubrique Bibliographie, où sont recensés les livres et articles de revues récemment publiés. Le dernier fascicule de chaque année contient, en outre, une Table des matières alphabétique qui constitue un précieux instrument de travail.

Chronique des Activités spatiales

Le Centre de recherches et d'études sur le Droit de l'espace a entrepris depuis 1989 la publication d'une chronique annuelle consacrée aux aspects politiques et juridiques des activités spatiales. Une première partie de cette chronique porte sur les politiques spatiales des Etats, mettant l'accent selon les circonstances sur tel ou tel programme spatial: ainsi, dans la chronique publiée en 1992, les changements intervenus dans la politique spatiale de l'ex-URSS ont été spécialement étudiés tandis que dans celle à paraître pour 1993, les nouvelles orientations de la politique américaine sont plus précisémment développées. La Chronique traite par ailleurs des questions spatiales dont l'actualité a montré l'importance: leur analyse constitue la substance de la deuxième ou troisième partie de la revue selon les cas. Ainsi, par exemple, la publication de 1992 a étudié, en deuxième partie, la coopération spatiale européenne face aux nouveaux défis, la recherche de cohérence et de coordination; celle de 1993 s'attachera aux nouvelles modalités de la coopération internationale dans le contexte de l'après-guerre froide, ainsi qu'aux développements réglementaires intervenus au plan universel dans le cadre de la Conférence administrative mondiale des Radiocommunications de 1992 (WARC-1992) et au plan européen.

Space Policy

Space Policy is an independent international quarterly journal covering space activities and developments within a political, economic, legal, industrial and social framework. It is thus not a legal journal, but it regularly publishes articles on the legal regulation of space activities with, on average, at least one legal article per issue. Additionally, articles by non-lawyers on subjects of concern to space lawyers (e.g. space debris, the use of nuclear power sources in space) appear frequently. Eight members of the 40-strong editorial board (20%) are active in the field of international space law. The activities of the UN COPUOS and Office for Outer Space Affairs are also represented. The journal does not confine itself to coverage of European matters; indeed, many of the legal contributions come from the USA and some from Russia. The Documentation section often publishes the text of bi- and multilateral agreements, ESA, NASA (or US Presidential) and UN resolutions on space. Unsolicited articles by lawyers and others working in the field of space law are welcomed. These are subject to a double-blind refereeing system.

Annals of Air and Space Law

The Annals of Air and Space Law are published as a hard cover publication regularly since 1976 by the Institute and Centre of Air and Space Law, Mc Gill University, Montréal, Canada. Since 1991, they are published in two parts, late in each calendar year. The Founder of the Annals was Dr. N.M. Matte, the current Editor-in-chief is Prof. M. Milde supported by a representative Editorial Board. The editorial policy is to publish scholarly articles and essays on the full spectrum of problems of international air law and of the law governing space exploration and space applications. Contributions in English or in French (with summaries in the other language) are encouraged on a wide international basis.

Each volume also contains reports on the activities of international organizations and conferences, book reviews and bibliographies, analyses of current jurisprudence, texts of legal instruments and updated lists of parties to international air and space law instruments. The Annals are distributed to 112 countries in the world and are considered an indispensable reference material in the field of air and space law.

Martinus Nijhoff Publishers

Martinus Nijhoff Publishers has developed its publication programmes in the fields of Air and Space Law considerably during the past few years. Its publications are of interest to both the academic and the practitioner. The Utrecht Studies in Air and Space Law is a series of monographs covering a wide variety of topics in Air Law, Space Law and Telecommunications. The series already consists of 13 volumes and includes such distinguished authors as Stephen Gorove and Werner Guldimann. An additional 2 volumes will appear in 1994.

In addition to the USAS series, Martinus Nijhoff Publishers has published a number of practice-oriented volumes (such as Meredith and Robinson, Space Law: A Case Study for the Practitioner, and Van Traa, The Commercial Utilisation of Outer Space, as well as a variety of publications in association with prestigious institutions such as the International Institute of Air and Space Law of the University of Leiden and the European Centre for Space Law.

Martinus Nijhoff also produces a highly acclaimed looseleaf collection of Basic Legal Documents on Space Law, edited by K.-H. Böckstiegel and M. Benkö of the Institute of Air and Space Law at the University of Cologne. This comprehensive looseleaf reference work, of value both to practitioners and academics, consists at present of four volumes and is updated regularly.
